Domestic adoption criteria
Understanding the basic criteria is the first step. Our criteria focuses on ensuring that prospective adoptive parents can provide a safe, stable, and loving home.
Basic requirements for all adoption programs:
- Colorado residency
- Ages 21-50
- Health insurance coverage
- Agreement with marijuana and discipline policies
Additional requirements for the Hope’s Promise matching program:
- Married for minimum of 2 years
- No more than 2 children currently in the home
- Infertility history of 1 year or more

During your home study, you’ll receive a thorough family assessment including home visits, interviews, paperwork, and education to prepare for your adoption.

After matching through our waiting pool, out-of-state agency or attorney, or expectant family designation, we'll provide placement support to ensure a smooth process for your family.
Post-Placement Support
Personalized support continues post-placement with monthly check-ins, training, and counseling through finalization—and beyond—with guidance and resources whenever you need it.

Several factors can influence this timeline, including your openness to various situations, the speed of your home study completion, and the preferences of expectant parents. Agency-matched adoptions may have different timelines than self-matched situations. We work closely with each family to provide realistic expectations and support throughout the waiting period.
Our adoption fees vary based on the amount of services we provide and the expenses incurred. We are committed to transparency in our fee structure. We provide detailed information about costs during your initial consultation and offer guidance on grants, tax credits, and financing options to help make adoption more affordable.
Birth parents select adoptive families based on profiles that showcase your life, values, home, and reasons for adopting. The selection process works as follows:
- Adoptive families create compelling profiles with photos and personal information
- Birth parents review profiles that match their preferences
- Birth parents select families they’d like to learn more about
- If both parties are comfortable, a meeting or call may be arranged
- The relationship develops according to everyone’s comfort level

Hope’s Promise offers comprehensive support to expectant and birth parents, including:
- Free, confidential counseling throughout pregnancy and after placement
- Assistance with pregnancy-related expenses as permitted by state law
- Help creating an adoption plan that meets their needs and wishes
- Ongoing support and counseling after placement
- Connection to community resources for additional needs
- Mediation services for ongoing relationships with adoptive families
Our commitment is to ensure birth parents feel respected, supported, and empowered throughout their decision-making process.
Colorado law requires that all relinquishing birth parents receive counseling from a licensed agency. There are two legal relinquishment processes in Colorado. The legal risk period depends on which legal option is utilized. The legal risk period can range from a few days to several weeks depending on the circumstances of the case. This is a voluntary process, and we proceed with each expectant parent when they feel ready.
Yes, most of our domestic placements are open. The degree of openness, however, is mutually agreed upon between the birth and adoptive families.
We define open adoption as an adoption where full identifying information has been shared between the birth and adoptive families. They have met and plan to keep in personal contact with one another after the child is placed with the adoptive family and after the birth mother has legally relinquished her rights. Letters and pictures are usually exchanged several times per year.
